Pre Apocrypha (or it may have been the one before that) Locus rigs didn't stack with Tracking Enhancers/Tracking Computers so it was possible to get extreme ranges with your snipers meaning you could engage at longer ranges with better ammo etc etc.

Scimitar can be set up to perma run 3 LSTs and a MWD. They are faster, more agile and have more even base resists than the Basilisk. They are perfect for Sniper Hac gangs. Oneiros is pretty awesome too. It entirely depends on your gang composit...
